Decor Blinds

So I am renting an apartment that has vertical blinds on all widows. They are useful, but not the nicest things to watch. I try to put decorations in my house, so I would like some ideas. overthem overlay is very good. We're kind of a small budget, too.

So any ideas? Details please. Links and pictures appreciated!

Better use of horizontal blinds, because they are a standard, easily available and have much choice in the shop.
