If you do not use the basement and floors, walls, ceiling and will all need insulation and a barrier against moisture. Usually, 8 mil plastic sheets will be an effective barrier. Make sure to place the barrier on the "hot" or "hot" side of the insulation. If this barrier is the "cold" or within the insulation, causing condensation and can ruin your walls.
Once you have isolated chamber and the barrier installed, you will find your climate control system. Your wine cellar will require a temperature between 55 and 58 degrees and humidity between 50 and 70%. If you've built your cellar in the right way, you should be able to use the smaller cooling system how much space you have at your disposal, and you can enjoy your wine for years to come .
