I think your looking for a thin material, with the color. This is something that is hard to find in hardware stores, its more of an element specailty big. Anyway whatever you find PVC will be very heavy if it is not small. I do not exactly understand the concept of outdoor blind example are they horizontal or vertical, which is not really. I'd say your idea of different material, such as cedar is light wieght can be coated with clear, painted or left plain and weather held for years. Cedar can be ripped on a table saw for making slices as you want. Not sure if this helps to keep one thing in mind You really can save a lot of money doing these things you often industries are less pre-made money if you were to matter, and then you still do the job.

Have you tried K Mart, they had a special not long ago on the blinds that was half the price of Bunnings and can save you a lot of stress and sewing.I bought and I am verry happy with them.
